[Mei] Taffeta Shawl Rework (Neolithe)

An upscale/minor overhaul of FFXIV's Taffeta Shawl for Neolithe (but it should work on all Bibo+ based bodies).

🌸 Features 🌸

By default every custom feature is disabled and the mod just acts as a direct upscale to Neolithe Small.
Every additional feature can be toggled on or off.

- You can toggle (almost) every outfit part
- You can now dye the hood using the secondary dye slot
- The metal part is now a lighter version of the primary dye color
