A TBSE-X upscale of Tsar's Oversized and Flashy. Currently for Midlander-based races and Highlanders.

Added dual-dye compatibility for the undershirt.

Will probably have clipping in certain poses/animations. Heavy C+ usage will make these issues more apparent.
