I rushed this out in about 10 minutes, this is my first ever mod so I'm sorry if it's scuffed or doesn't work properly (but it should work)
A simple edit to play Kefka's old laugh over cackle

UPDATE: Fixed a pathing issue that prevented Hrothgars, Lalafells, and Au'ras from having the sound play.
