Kaiten Merged With Third Eye

After seeing all the mods that tried to bring Kaiten back by putting it on Shinten, I do think that replacing Shinten with it is not a very great idea because we spam Shiten too often during a fight, making it doesn't really feel like Kaiten. Third Eye seemed to make more sense since it's a 15s cooldown so we don't spam it twice in a GCD, but use it often enough(if you know what to use it on), and quite often than not, comes right before an Iaijutsu, making it a great skill to put Kaiten on.
