UPDATE This should work once there's a DT version of TF3

Replaces Alliance Coat of Fending
Not dyable. I did try setting the emissive to dyable, but most of the colours didn’t look that great, so if you want custom colour for the emissive then manually edit Colorset row 16 in Penumbra.
Sizes based on TF3
Requires a Gen 3 base body to work
