Its Ghiza's wheel from Elden Ring. I rigged it up to Wrathgrinder so i can make it spin.
EDIT: Peggin's Whirlygig mod worked perfectly for making it perpertually spin, massive props to him and yolstrun for making it. I also added sparks vfx.
